Emergency Care consultation

The client

Explain has supported an extensive public consultation and evaluation regarding emergency care services in Northumberland and North Tyneside since 2009 and continuing into 2016, now working with Northumbria Healthcare NHS Foundation Trust.

The need

Using three methodologies, Explain assisted NHS North of Tyne with its significant public consultation, providing independent assessment as a ‘critical friend.’ Through an online survey, telephone interviews, and attendance at public meetings, Explain invited and evaluated public response to the proposed plans for emergency care across Northumberland and North Tyneside.

The outcome

Explain was also responsible for ensuring a representative sample of the population was consulted, identifying gaps in response to the consultation and plugging them where necessary with focus groups for example. As the consultation has spanned as far north as Berwick, as far west as Haltwhistle, and as far south in the region as North Shields, Explain has mapped public opinion across a considerable geographic location, taking into account how this can in itself be an important factor when understanding individuals perceptions of health care and provision, i.e. an obvious distinction to make is between rural and urban views, and sensitivity to issues such as this, is crucial to contextualising findings.

Following submission of Explain’s report, the research findings were presented as evidence to contribute to the board of director’s decisions regarding the Emergency Care Centre and whether or not to invest in its build.    

In 2015 the Northumbria Specialist Emergency Care Hospital opened its doors for the first time, following a successful consultation which avoided Judicial Review due to the thoroughness of the consultation conducted.

For the last three years, we have monitored and tracked public and stakeholder perceptions of the new hospital, providing recommendations to the Trust as to how to address any areas of concern in their patch.
