The client

Hampshire Hospitals NHS Foundation Trust provide hospital services across Hampshire and parts of West Berkshire. It is responsible for Andover War Memorial Hospital, Basingstoke & North Hampshire Hospital, and Royal Hampshire County Hospital in Winchester. They also deliver outpatient clinics from Bordon and Alton community hospitals.

The need

HHFT has developed a clinical strategy which involves the delivery of services locally through mobile units, though which it visits locations such as Andover, Alton and Eastleigh, providing    mobile chemotherapy and mobile MRI so patients do not have to travel to the general     hospitals in Basingstoke or Winchester. HHFT intends to continue to provide the majority of hospital services (planned operations, outpatient clinics) at its local hospitals in Basingstoke and Winchester, and provide more services in the hospital in Andover. The need to provide 24/7 consultant care has led to the strategy to centralise services for the sickest with cardiac care on the Basingstoke site and acute stroke care on the Winchester site. The strategy is to co-locate services for the sickest by centralising them in one location.
As part of its continuous engagement with public, patients and stakeholders and its duty to listen to the public it serves, HHFT needed to undertake a further phase of structured engagement  to hear the public’s views of its services and its plans.

The outcome

An on-street and online survey with the general public and online survey with the Trust's staff led to a total of 2,400 responses to the Trust's plans being collected. This pre-consultation has led to a large body of evidence which has provided clear direction to the Trust in terms of awareness and perception of their various plans. A key deliverable of the research was also to understand concerns about the potential service changes and as such we were able to provide clear recommendations as to the areas to address before moving to full public consultation which will be required before any changes are made.

The aim was to explore views of current and proposed services, in order to guide their future development and to seek feedback on HHFT’s strategy to provide services centrally where necessary and locally where possible.
